f4acc259b3 [WCTAS-2] Initialize npm/TypeScript project 
Add package.json with build/start/dev/test scripts, tsconfig.json with
strict mode and CommonJS target, .gitignore, and CLAUDE.md documenting
the new project structure and commands.
